Bringing a Dog or Cat into Bulgaria from Ukraine: Documents, Microchip, Vaccinations, and Renting a Place to Stay

Before travelling from Ukraine to Bulgaria with a dog or cat, organise veterinary documents and your first entry into the EU before buying tickets. Check identification, rabies vaccination, antibody testing and certification. Permission to keep a pet in rented accommodation is a separate arrangement with the owner.

Scope of this checklist

This guide concerns non-commercial travel with your own pet, without sale or transfer of ownership. Unaccompanied transport, larger groups of animals and commercial imports have additional conditions. Do not assume ordinary holiday rules cover those situations.

Documents and preparation

1. Identification. Have a vet scan the microchip and match its number against the documents. Microchipping must precede the vaccination relied on for entry.
2. Rabies vaccination. Check the date, validity and uninterrupted boosters. An expired vaccination can change the preparation timetable.
3. Antibody testing. Ukraine's veterinary authority describes blood sampling at least 30 days after vaccination and advance preparation. The EU portal requires a three-month wait from sampling following a satisfactory result for the relevant entry conditions. Check your vaccination history and any EU re-entry exception with the competent vet.
4. Certification. EU guidance requires an animal health certificate from an official State vet in the departure country, issued no more than 10 days before EU arrival, plus a non-commercial movement declaration. Do not automatically treat a Ukrainian veterinary passport as a substitute.

Show the State vet your complete records and itinerary first. Avoid non-refundable tickets until the earliest permitted arrival date is established. Old announcements about concessions for animals from Ukraine are not current authorisation for your journey.

Route and carrier

If travelling through Romania or another EU country, controls may take place at the first external EU border rather than on arrival in Bulgaria. Confirm that your chosen crossing accepts travellers with pets and keep original documents accessible. Separately confirm the carrier's crate, weight, fee, stop and accommodation rules.

Renting with a pet

Before paying a deposit, disclose the species, size and number of animals in writing. Put the owner's permission in the agreement together with the deposit, refund, cleaning and damage provisions. An agent's agreement without owner confirmation does not remove the risk of refusal at check-in.

Photograph furnishings and existing damage when taking possession. Check balcony and window safety, walking options and communal-area restrictions. Find a nearby veterinary clinic and its opening hours before arrival.

Travel folder and equipment

• Original certificate, passport and test result, with digital copies.
• Written confirmation from the carrier and accommodation owner.
• A secure carrier or restraint, water, familiar food and cleaning supplies.
• Veterinary contacts and a plan for delays.
