How Ukrainians Can Apply for and Renew Temporary Protection in Bulgaria in 2026

Editorial team: Bulgaria Tours · Updated

Moving and residency

Obtaining temporary protection in Bulgaria and renewing a registration card are different situations. First-time arrivals should check initial registration; existing holders should check their card's validity and re-registration procedure. Extending the protection regime does not automatically make every old document valid.

What the official notice confirms

The State Agency for Refugees notice concerning Decisions 190 and 191 of 17 February 2026 states a Bulgarian protection period ending on 4 March 2027 and a transition deadline of 30 April 2026 for previous cards. These are different dates. Check subsequent agency announcements as well: the regime's duration, card validity and issuing procedure are not interchangeable.

If you already hold a card

The agency instructs applicants to use its territorial units for re-registration after 30 April 2026. A new card can also be requested after that date. Registration and re-registration require personal attendance; a representative with a power of attorney cannot complete the procedure instead. Do not rely on old advice promising registration through an intermediary.

Before travelling, confirm the unit's current address, opening hours, appointment arrangements and documents for your circumstances. If you missed renewal, do not infer your card's validity from a general announcement extending protection.

First-time applicants

Official information directs first-time arrivals to an agency territorial unit or regional Ministry of Interior directorate. Eligibility depends on the defined categories and circumstances of residence in Ukraine. The date of crossing a border alone does not establish eligibility.

Prepare identity and nationality documents, available children's documents and evidence of family relationships. Explain missing documents to the authority beforehand. Avoid services promising guaranteed status without your personal participation.

Preparing for your appointment

  1. Identify the case: first registration, renewal, lost card or changed particulars.
  2. Check dates and personal details; prepare originals and copies.
  3. Ask about requirements for children and their attendance.
  4. Confirm the location and full document list. A rental contract is not a universal sufficient basis.
  5. Keep receipts or confirmations and check your name and other particulars when receiving the card.

Employment, treatment and travel

The government portal Bulgaria for Ukraine explains rights associated with protection. For a medical service, check insurance status and coverage separately: holding a card does not mean every treatment is free. International travel requires appropriate travel documents; a protection card is not a passport.

Limits of this guide

We do not promise a universal three-to-ten-day processing time, a guaranteed decision or one document bundle suitable for every family. For a refusal, status dispute or unusual circumstances, consult the competent authority or a lawyer. Buying property is a separate transaction and does not replace lawful-residence procedures.
